The Shadow Over Innsmouth (1936)

A young man comes to New England on a vacation trip. To save money he decides to take the bus instead of a train. Before it goes to the desired destination the bus stops at the town of Innsmouth, a crumbling, mostly deserted town full of dilapidated structures and people who look just a bit odd and who tend to walk with a distinct shambling gait.

The story describes of a strange hybrid race, half-human and half an unknown creature that resembles a cross between a fish and frog, that dwells in the seaside village of Innsmouth. The townspeople worship Cthulhu and Dagon, a Philistine deity incorporated into the Cthulhu Mythos.
